An on-premise VMS records and processes video on a server inside the customer infrastructure; a cloud VMS sends the video over the internet to the vendor infrastructure. Cloud wins on deployment speed, maintenance and remote access; on-premise wins when many cameras sit behind a limited internet link, or when data policy requires video to stay in house. The comparison, dimension by dimension
Upfront investment
The on-premise model starts with a purchase: a server sized for the camera count, disks for the desired retention, a UPS, installation. The cloud model starts with a subscription — there is no recording hardware to acquire, and the first cameras go live the same day. For operations that prefer operating expense to capital investment, that is the decisive argument for cloud.
Maintenance and updates
A local server is a local responsibility: operating system, security updates, disk health, backup, hardware replacement at end of life. In the cloud, all of that belongs to the vendor, and the software is updated continuously for every customer — no upgrade project, no maintenance window on the operation.
Upload bandwidth — the most underestimated factor
In cloud mode, every camera streams continuously, and upload consumption runs 24 hours a day whether anyone is watching or not. A handful of cameras on a fibre link fit comfortably; many cameras on a limited link favour local recording: the video stays on the site server and the internet is used only for viewing and events. Before deciding, do the maths — bitrate per camera × number of cameras — against the site real upload (a wired connection and bandwidth headroom per point are recommended).
Scale
In the cloud, scaling is subscribing to more: new cameras join without resizing hardware. On-premise, every meaningful growth step may require more disk or a bigger server — and every new site, a new server. On the other hand, a single large, stable site (hundreds of cameras in one building) scales well on a local server, because the video never has to leave the internal network.
Data policy and security
Public agencies, industrial sites and operations with strict internal rules sometimes require video never to leave their own infrastructure — the natural on-premise scenario. Cloud, in contrast, protects the recordings from physical risk at the site: if the recorder is stolen, damaged or tampered with, the evidence still exists elsewhere. In both cases what does not change is the need for permission-based access control, auditing and customer-defined retention — data-protection requirements regardless of where the video lives.
Remote access
In the cloud, remote access is the product: browser and app, from anywhere, with no network configuration. In the traditional on-premise model, external access means exposing the server to the internet or building a VPN — extra network work and extra attack surface. Hybrid platforms erase that difference: the local server connects to the platform, and remote access goes through it, with the same permissions and auditing.
Software updates
On-premise software ages at the speed of the maintenance contract: new versions depend on a planned upgrade, and recent AI features may require new hardware. In SaaS, new features appear for every customer as soon as they ship — the platform you use two years from now is better than today’s, at no migration cost.

Typical scenarios
Cloud tends to win when the operation has several small or medium sites with reasonable internet (shops, branches, residential buildings), when there is no IT team to look after servers, when remote access is routine, and when protecting recordings from damage on site matters. On-premise tends to win when a single site concentrates many cameras behind a limited upload link, when data policy requires video inside the organisation own infrastructure, or when there is a recent server investment the operation wants to use.
Notice that the decision is per site, not per company: the same operation usually has locations that fit each profile. And the path the video takes to the platform matters too — the camera protocol changes what the network has to offer, as explained in RTSP, RTMP and P2P.
Hybrid: why choose, if you can combine?
The false premise in "on-premise or cloud" is that you would need a different platform for each answer.
